Commissioning and Funding
POhWER's services are free to clients because the services are funded by a variety of funders.
It is important that POhWER services are funded by a range of funders in order to ensure that the organisation is able to retain it's independence.
Generic Service
Core funding is in the form of Service Level Agreements (SLAs) for generic services across agreed geographical areas, with the main emphasis on funding one to one advocacy that is accessible to everyone, with a smaller emphasis on empowerment work.
Hertfordshire County Council, the eight Hertfordshire Primary Care Trusts and Hertfordshire Partnership Trust are key commissioners of POhWER’s generic services.
Some funding is for specific projects or areas of work. This includes funding from Brent PCT and Hertfordshire joint commissioning funding which pays for the Independent Person Advocacy service and some empowerment work.
Independent Complaints Advocacy Service
The Department of Health funds the Independent Complaints Advocacy Service (ICAS), which POhWER has provided across the East of England since 1 September 2003 and now also across London and the West Midlands Region since April 2006.
